Windows Vista Tools : Snipping Tool

Snipping Tool is for capturing a portion of the screen in order to save it as an image in various file formats. In other words, Snipping Tool is a screen capture tool that is available with Windows Vista.
You can find the Snipping Tool application within the Accessories of the Vista OS.
Or you can click the Start button on the Start Menu and type Snipping Tool in the search box where Start Search is written by default.
